Haiti, the western hemisphere's poorest country, faces another election. Despite not being a candidate, posters of the exiled Haitian dictator Jean-Claude "Papa Doc" Duvalier have started to appear around Port-au-Prince. His supporters argue that he should be allowed to return, and that the country has deteriorated since his exile.
