With the international price of petrol at record levels, Venezuelan president Hugo Chavez says he is using this windfall to underwrite social programs for the poor.
Under the slogan "Thank you president Chavez for these dignified homes", new housing is built by the Caracas mayor's office on a mountainside overlooking the city.
